ATTENTION!- Regarding Title III Eligible Immigrants

If you are looking for where the Title III student counts in CALPADS come from, this is the info you need. SchoolWise can’t determine Title III eligibility (See details from CDE below) but here is how a student ends up in the Title III counts:

 

  1. Title III counts in CALPADS are sent up in the SINF extract and come from the following logic:

 

If a student is non-us born + active (enrolled in school and a class) and enrolled into the SNOR program then they are considered in the Title III counts. In CALPADS under Demographics you can find the following: (Enrolled in US School Less than 3 Cumulative Years Indicator) = Yes for CALPADS.

 

2. For help finding students who may be SNOR/Title III eligible please run the Student Information Check Form

using Parameter #2 = Missing Data. If you run this, you may see example below.

3. Once you have determined that a student is SNOR\Title III eligible. Be sure to enroll them on the Student Form - Programs page under the SNOR program. Once they are no longer eligible please un-enroll them from the program. (But, do not post date exits from the program)

This report displays the Total Number of Months Enrolled in District - (Used to aid in Determining SNOR Program Status) Keep in mind that SchoolWise cannot determine SNOR eligibility. Calculation is based on the following: (Total days of ADA Enrollment / 180 Days) * 12 Months

More details on Field 2.37 - US School Less than three Cumulative Years Indicator
This field is used to determine Title III Eligible Immigrants. Eligible immigrant students are defined as pupils ages 3-21 who are foreign-born (born outside of the United States and Puerto Rico) and have been enrolled in school in the United States for three full school years or less, including students who enrolled more than three calendar years prior to the census date but, due to documented enrollment gaps, have not accumulated three full school years of enrollment. The field is calculated as follows:

Blank - Student is US or PR born
Y - Student is not US or PR born and is actively enrolled in SNOR program (Program record with no exit)
N - Student is not US or PR born and not actively enrolled in SNOR program (Either no record or exited program)

 

More on Eligible Immigrant Students

Sections 3201(1) and (5) of the Elementary and Secondary Education Act, as amended by Every Student Succeeds Act (ESEA), defines immigrant children and youth as individuals who:

 

Are aged 3 through 21;

Were not born in any state (each of the 50 states, the District of Columbia, and the Commonwealth of Puerto Rico as defined in Section 3201 [13] of the ESEA); and

Have not been attending one or more schools in any one or more states for more than three full (cumulative) academic years.

  1. ALSO - the SNOR program is not considered a Participating program for the SchoolWise rollover. Students remain enrolled in SNOR until they are unenrolled manually.
